In order to get 10 Estus Flasks, you need to Kindle the Bonfire. To do this, you need to use a humanity while in Undead form, then rest at a Bonfire and choose the Kindle option. After you kill Pinwheel, you'll get an item that will let you further Kindle the Bonfire and thus allowing you to carry up to fifteen Estus!
